ŠŠŠЄ.ŠŠŠ.ŠŠŠvvvvvvџџџџ Second CASS International Forum on Latin America in 2005 Liu Weiguang The second CASS International Forum, which focused on Latin American situation in 2005, was held on February 27, 2006, in Beijing. Several senior government officials, almost all the Latin American ambassadors and one hundred scholars attended the one-day gathering, organized by the Bureau of International Cooperation and the Institute of Latin American Studies, Chinese Academy of Social Sciences (CASS). Cheng Siwei, Vice Chairman of the Standing Committee of the National People’s Congress, said at the opening ceremony that, because the foundation of political cooperation is solid and there are many opportunities of bilateral economic exchanges, the prospects of Sino-Latin American relations are very promising. In order to promote the relations further, China and Latin American countries need to strengthen cultural exchanges and people-to-people contacts. Cai Wu, Director of the State Council Information Office, pointed out that China, in the process of implementing the policies of reform and opening to the outside world, can learn many lessons and experiences from Latin America in pursuing economic and social development. Chen Fengxiang, Vice Minister of the International Department of Central Committee of the Communist Party of China, believed that, as Latin America is playing a more important role in world affairs, Latin American studies in China should be upgraded further to meet the demand of the Chinese people for knowledge about Latin America. Zeng Gang, Director of the Bureau of Latin America and the Caribbean at the Foreign Ministry, said that in recent years Latin America has been witnessing significant changes in political, economic and social areas. He noted that, while Sino-Latin American relations are developing rapidly, the mistaken notion of “China threat” is spreading in some Latin American countries. Li Shenming, Vice President of CASS, said that Latin American experiences in carrying out reform programs clearly show that there is the need for developing countries to integrate the choice of a development model with their national conditions. Ambassadors from Peru, Venezuela and Uruguay also spoke at the conference. They expressed satisfaction over the recent development of the relations between China and Latin America. In the group discussions, scholars discussed Latin America’s political, economic and social development and international relations in 2005. Their conclusions were: political stability was maintained on the whole, the economy continued to grow at a high rate, social problems were still quite conspicuous, and multilateral diplomacy proceeded steadily. The possibility of winning more elections by the left in the year 2006 is a topic of particular interest at the conference.
